Regarding JEP 291, I've seen a few expressions of interest by people who
could plausibly take on the maintainership of CMS but no firm plan as yet,
so I've targeted this JEP to JDK 9. As I wrote earlier, if someone steps
up later on then CMS can be un-deprecated at that time.
I've seen no comments on JEP 299, so I've targeted that to JDK 9 also.
