CFV: New JDK 9/10 Committer: Srinivas Dama

I hereby nominate Srinivas Dama to JDK 9 and JDK 10 Committer.

Srini is part of the Langtools team since August 2015 and has made many contributions to JDK 9.
I have included 8 of the the most significant change sets.
