JDK 9 Rampdown Phase 2: Process proposal

Hearing no objections, I've documented RDP 2 [2] and the fix-request
process [3] under the JDK 9 Project page [1].  I've updated the status
section on the latter, and also added a section of quick links to the
various phase and process pages, and to related JBS queries.
