RFR: JDK-8180167 : JDK9 msg drop 40 l10n resource file update

To the limited extent that I can tell, the updates to the Japanese and 
Chinese jshell tool translations look fine.

As before, the example in help.set.mode uses "myformat" which is just a 
random "user" mode name, choosing a localized might make this clearer.
