RFR: JDK-8180167: (2nd webrev) JDK9 msg drop 40 l10n resource file update

Hi,

Since the first round of webrev, we got the feedback and suggestion from jdk developers. After fixing the translation 
bugs, and add three new messages in compiler.properties, now please help to review the updated resources.

Open a new clean thread for 2nd webrev.

Updates:
  - Added three msgs into compiler.properties.
    - compiler.err.add.exports.with.release
    - compiler.err.add.reads.with.release
    - compiler.err.patch.module.with.release
  - Fixed the missing translation of <module name> for French.
  - Removed the underscore in the option values in launcher_es.properties
  - Use English term 'catalog' for some localized version. For rest of languages, has the localized term for catalog, 
don't change.
  - Improved the translation for SimpChinese and TradChinese according to Max's suggestion.
  - Improved the translation for Japanese according to Shinya's suggestion.
  - Fixed the bug of translated keyword in jar_[es, fr].properties
