Where to find jlink in Java 9?

yes there is jlink when I do.

ls /Library/Java/JavaVirtualMachines/jdk-9.jdk/Contents/Home/bin

so I should set my JAVA_HOME to
/Library/Java/JavaVirtualMachines/jdk-9.jdk/Contents/Home or
/Library/Java/JavaVirtualMachines/jdk-9.jdk/Contents/Home/bin ?
