Please put jextract scripts under bin/

Hi everybody!

First of all, great work on the 22 release! I was so excited that the java
binaries were moved into the runtime/ folder.

But now the jextract script are in the root directory of the archive,
making jextract unable to be published via SDKMAN!, as SDKMAN! requires the
binaries to be found under $ROOT/bin.

Would it be possible to move them into the bin/ folder, similar to the way
it was done in previous releases?
