Jigsaw modules build

Yes, I am working on the modules build to generate modules files in jmod 
format for jdk modules.

Meanwhile, I'm also looking at a problem on linux-i586 that VM fails to 
start up (running java -m jdk.boot).

This seems to fail only on product VM.
