Failing jpkg test

Fixed by http://hg.openjdk.java.net/jigsaw/jigsaw/jdk/rev/e18906a151fd
- which is a slightly adapted version of
http://hg.openjdk.java.net/jigsaw/jigsaw/jdk/rev/fbc1dd5878b3 , which
fell on the cutting room floor as part of a small refactoring in
http://hg.openjdk.java.net/jigsaw/jigsaw/jdk/rev/ced4f3b0ff58

That fixes the empty resource dir issue again Jon reported as well, I
believe.
