The preferences API isn't commonly used and I'm not suggesting it be
moved into the base module, I was just mentioning that this is where the
native code is now. Mandy's change puts the preferences API into its own
module, which I think is okay for now but we do need I think we do need
to look aggregation of some of the very fine grain modules at some point.
