We were discussing repositories and fetching modules as modular jar files that were originally uploaded (published) as jmod files. Which, IIUC what you say below will have similar issues related to transforming a signed jmod file into signed modular jar file.

AFAICT the primary use-case is to get access to the Java class files of a module. So one can consider it more of an extraction process, which could apply to both library and repositories and i presume both are relevant to NBs.
