Question about FileManagers in Jigsaw.

I was thinking that the minimal runtime at step 2 would support both 
legacy and module mode.   The legacy mode in this minimal runtime will 
probably be a special case that won't require jdk.legacy to be present 
like the modulepath runtime support for only jdk.base be present.
