FYI, a bunch of gratuitous whitespace crept into our code recently, which
makes it annoying to edit in (at least) Emacs.  I eradicated it and then
re-enabled jcheck, but with appropriate lax options so it won't complain
about missing bug numbers or odd mq tags.
