The @modules looks fine but since rmic -Xnew is incomplete, not 
supported/documented, and currently broken, then maybe we should just 
remove -Xnew in JDK 9. The right thing of course is to just re-implement 
rmic but it hardly seems worth it when the only real usage these days is 
for generating CORBA IDL or stubs.
