This looks like it's an error come from the code in javac.jar rather 
than anything to do with -Xbootclasspath/p. Is it possible for SPECjvm98 
to run with the javac in the JDK image rather than the (old copy?) in 
javac.jar that pre-images the runtime image work?

That said, I expect that later in JDK 9 that we will need to drop 
-Xbootclasspath/p and replace it with a means to override classes in 
modules.
