Compile error for transitive dependencies

This need to be looked at. At one point then it was possible to compile 
A without C being observable (assuming that B `requires C`, not B 
`requires transitive C`). I'm sure Jan or Jon will comment on this, I 
believe the current behavior came about as part of supporting automatic 
modules.
