I don't know if Dmitry has short term plans to address that one but 
thing we could do is drop the "requires jdk.hotspot.agent" and move it:

   src/jdk.jcmd/$OS/classes/module-info.java.extra

where $OS is linux, solaris or the other platforms that SA is supported on.

At build time then the .extra files will augment the module-info.java.
