[9] RFR: 8167240: Write new tests to cover functionality of existing 'jimage' options

Hi,

The new version of changes.

 - Switched back to jdk/test/testlibrary to avoid unwanted dependencies (JImageToolTest.java);
 - Verified tests on smallest possible JDK build.
