I'm not sure. I'm unable to read Chinese, so I'm not sure what's in 
draft/design.md. At first glance, it looks like a lot more than I'm
asking for; I'm theoretically happy with the output of jpackage, I
actually want it to do slightly less than it currently insists on
doing. :)
