Referring to this version of the JLS:
https://docs.oracle.com/javase/specs/jls/se11/html/jls-1.html#jls-1.3 :

Section 1.3 ("Notation") says that "non-normative information [...] is
given in smaller, indented text."

It's not actually indented (neither in the example given there, nor when
this convention is used in the specification) but italicized.
