CFV: New jmc Committer: Joshua Matsuoka

I hereby nominate Joshua Matsuoka to jmc Committer.

Josh has been a prolific contributor to JDK Mission Control over the past 
months, with 8 contributions already and 2 in the works. He has been a fast 
learner, shown great initiative and an ability to work independently with very
little supervision.
