Summer review policy for the JMC project.

Hi all,

Over the summer I suggest that we, in addition to the normal review policy (a 
single Reviewer reviewing contributions to JMC), also allow the following 
review policy:

  Two people that are not reviewers, but that are (1) involved in the JMC-
  project, and that are (2) on the OpenJDK Census, can perform a review.
