If you're using riot as client, simply start a chat with:
@_oftc_NickServ:matrix.org
...and send commands in the chat instead of '/msg NickServ'
Also note that the link part is only if you want to link a
pre-existing oftc nick to your matrix nick, and that it is
the oftc account that should be supplied in step 4
(!= matrix account, i.e. not the same nick as in step 2).
It is not required if you only want to register your matrix
nick.

/msg NickServ IDENTIFY [password]
This should make you a registered user and able to use the channel.
As said, we won't be making it +R just yet, but it's recommended you
keep the nicks registered.
