[7.0.0 only] Review request : JMC-6482: jmc7 fails to start jetty local server

Root cause : While back porting from jmc (dev) branch, ‘httpConnector’ tag was placed in a ‘webapp' tag (nested).

Note: This fix will only be committed to  "http://hg.openjdk.java.net/jmc/jmc7 <http://hg.openjdk.java.net/jmc/jmc7>” branch.
