Starting the JMC 8 project at GitHub

Hi all,

We're almost done with JMC 7.1.0 at this point. There are a few small tasks
left, but we're now feature complete. By the end of next week, we'll switch
over to using the repository at GitHub [0] for our development. Please make
sure that you have associated your GitHub account with your OpenJDK
username[1].
