RFR: JMC-6595: Add Eclipse 2019-09 target definition

Hi,

Eclipse 2019-09 is GA for quite a few weeks now. So I guess it’s time to update JMC.

I also took the opportunity to update the Eclipse Babel version and do some whitespace cleanup. The Eclipse project information for the platform-definition components has been updated as well. Of course I’ve tested builds on Windows, Mac and Linux as well as the Eclipse integration with the new target platform ��
