RFR: 7198: add websocket server that pushes data on selection updates [v4]

Alex Ciminian has refreshed the contents of this pull request, and previous commits have been removed. The incremental views will show differences compared to the previous content of the PR. The pull request contains four new commits since the last revision:

 - Make websocket server port configurable
 - Make port a constructor argument for WebsocketServer
 - Replace prints in websocket server with logger
 - Upgrade jetty to 10.0.5 and add spifly
