RFR: 7350: [Accessibility, JAWS] Deadlinks in Help Page

This link is present in all the help pages and everywhere its just a dead link. As per the code, it navigates to the begin of the page which is already displayed and no extra navigation is required for the same. I can't find a logical purpose this link serves. Hence, this PR  removes this link from all pages.
