This is interesting, and glad it wasn't just me. Could be worth taking a look into figuring out what's going on, but so far for me:
- On Linux, the tooltips work when launched through Eclipse IDE. The tooltips didn't work on my first initial product build of JMC, but did on a a subsequent build. 
- On Windows, the tooltips work on the first product build I tried
