RFR: 8382: Update to Eclipse 2025-03

Eclipse platform upgrade.

- Upgraded to 2025-03.
- Updated jetty.project to version 12.0.16 to make it same as the version used in latest eclipse.
- All the views (Dependency View, Heatmap View etc) works fine.
