Could jmh respect system format settings on Windows or use "C" (simplest one) for machine-related output (CSV)?

Maybe, no commitment to accept this, but let's see how it goes.
Extending XCSV with Locale is probably not that hard. Suggestion for the
name: "rcsv" (from Locale.ROOT CSV).
Do submit the OCA right now, as per: http://openjdk.java.net/contribute/
