Query Regarding Bug Filing

Hello Team,

To file a bug report(Can be any of the Logical, Security or Reliability
Bug), do I have to send the details related to the bug through email first?
I don't have access to OpenJDK Bug System

and also can't register an account there, as per your rule:
An individual with at least one OpenJDK Project role of Author or higher
has sufficient cause to get a JBS account.
I also can't find any option for filing a bug, in the JMH-Dev Archive
<https://mail.openjdk.org/pipermail/jmh-dev/> page.
