[jmm-dev] Draft VarHandle memory order modes guide

Only a year after starting this, I've put together a
draft guide for using ordering modes available with JDK 9 VarHandles.
The goal is to provide usage guidance that will remain useful and
accurate if/when the formal memory model is updated.
