RFR: 7903904: JOL: Switch to latest GHA runners [v7]

Aleksey Shipilev has updated the pull request with a new target base due to a merge or a rebase. The pull request now contains seven commits:

 - Revert test stabilization changes
 - Shorter iterations
 - Try with lower fork count
 - Properly skip default tests
 - MacOS runners cannot complete the default tests?
 - Update to Corretto, use more modern steps
 - Fix
