Draft JPMS Public Review specification

It is good to see that the number of open issues being addressed is 
shrinking;
and while a number of those issues can rightfully be deferred for 
consideration
in future revisions, there is still ongoing healthy debate focused on 
important
technical details of the dynamic layers and associated layer primitives.

Although I appreciate that not all issues need be addressed by the time of
Public Review, I think it is somewhat premature to call for a review until 
the
EG has let the current discussion run its course and come to a decision 
about
how to proceed, and conclude that the goals of the JSR are being met.

The JSR materials and discussion have been made widely available, so the
purpose of the submission would be a signal that the EG is content, or at 
least
accepting, of the current situation.  I feel we are close to that point.
