Another reminder: i18n strawman

Hi JSR 277 experts,

This is another reminder. If you still have inputs on the i18n strawman,
please send them in as soon as possible. In case you need more time to
review the strawman, please let me know. Otherwise, I would interpret the
silent to mean either you are fine with the strawman's content or your
concern has already been raised by other EG members. ;)
