Transition to Git and GitHub on April 2

Hi,

As announced on code-tools-dev at openjdk.java.net [0], we are interested in moving JTHarness to Git, GitHub and Skara. We suggest that JTHarness transition to https://github.com/openjdk/jtharnesson on April 2.
