RFR: 7900051 - jtreg cleanup intermittentely fails to delete files on Windows

All I had to do was look at the subject of my own message, didn't I?  
It's been one of those crazy days:-(  Thanks.

Do the changes look ok?  If so, could you push them, please?  (I updated 
the commit message and attached a proper patch).
