Jtreg build is failing

Thanks Jonathan,
I had misplaced jcommander between the build and the test.
There are some issues setting up the environment, so far I have to do
the following:
export LANG=en_US.UTF-8
unset TZ
export J2SEHOME=$JDK17HOME
export JDK18HOME=$JDK17HOME
export JDK16HOME=$JDK18HOME
But I think we're mostly good now.
