RFR 7902789: When using a relative path in -jdk,the library specified by @library ${java.home}/ will be invalid

Normally, it would be appropriate to add a new test for the change, but 
creating a relative path to the JDK in use may be hard, and the change 
is very small and localized, so OK in this case.

All existing tests ran OK.
