jtreg update:

The main jtreg repo has been moved from Mercurial 
(http://hg.openjdk.java.net/code-tools/jtreg/) to Github 
(https://github.com/openjdk/jtreg). As with other repos that have made 
similar migrations, the old repo will be made readonly and no longer 
updated.

Also at this time, we are updating the versions of the 3rd-party 
dependencies to more recent versions, and coincident with that, we will 
be switching to a new front-end script to download the dependencies and 
run the Makefile, The new script is `make/build.sh` which supersedes the 
earlier `make/build-all.sh`. The new script can be configured to use by 
developers, corporate build systems behind a firewall, and build systems 
with direct access to the Internet.

The new version of TestNG we will be using has some incompatibilities 
with the previous version, and will require some changes to some JDK 
tests before it can be generally adopted for use with JDK 17.
