building jtreg, and running tests

I've just checked -- the auto-detection for JT_HOME from the location of 
the jtreg script will work if we move to a single bin directory.

What would it take to have the test/Makefiles able to tolerate a single 
or a duplicate bin directory?   i.e.   $JT_HOME/bin/jtreg or 
$JT_HOME/win32/bin/jtreg?
