Access the timeout ratio option inside a test?

Hi Jon

I have a test that checks for *multiple* timeouts inside it and on a 
slow machine (For example: embedded) it is more likely to fail. I know 
there is a timeout option for jtreg. Is it possible I get the value 
inside a test? Hopefully slow machines will set it and the test can also 
use it.
