openJDK8 jtreg test failure

What is your current directory? 

You should be able to run 

make test TEST="jdk_all" 

from the top level repo, ie. the same directory as you ran "make images".

Running from {root}/test or jdk/test may have issues. You should not have to specify PRODUCT_HOME.
