Thanks for sending this for review.

Couple of quick comments below

1. Please include copyright header (see the bug entry)

2. It would be good to move only the public APIs to jdk.coap.* namespace, while the rest stays where they are.
    Please feel free to open a new ticket & do this in a subsequent commit.
