(I'd think of it as:  Tab helps me make progress by either typing for me
or by giving information about what I can type next at the input cursor.
C-Tab helps me transform my code in other ways besides typing more
stuff at the input cursor.  Tab is what I type when I don't know what to
type next, or don't want to think about it because it's too routine.
C-Tab is for the non-routine stuff.)
