[JDK-8186876] Make Javadoc available

Hello,

Just wanted to give feedback: on stack overflow was a question for tabbing through external API documentation. I was not aware and googled for it. I came up with the open bug, that this is not yet implemented. People are missing it. In case there is a roadmap or plan for this, maybe it would be a nice thing to update the Bug.
