My change of timeout factor to `0.7` is only temporal, as I said: it will be reverted to `4` before integration. The whole idea of running with a timeout factor of `0.7` is to remove intermittent failures. (I had it close to 0.5 or maybe less to begin with until I found and reported CODETOOLS-7903937: JTREG uses timeout factor on socket timeout but not on KEEPALIVE)
