Project Lambda: Java Language Specification draft 0.1.5

I was hoping to reach enough conclusions to justify sending a 0.2 draft, 
but the ongoing discussions on function-typed arrays and variable 
capture mean we are not there yet. For now, here's 0.1.5; a changelog is 
near the top. An increasing number of discussion points in the text 
refer to lambda-dev threads; this is a good thing.
