Another round of libraries spec review

Hello all;

The changes from Brian's last round of spec updates have now made their way into JDK 8 preview build b108. (http://download.java.net/jdk8/docs/api/java/util/stream/package-summary.html) I am collecting additional spec updates, fixes and changes for another round before we begin the final EG review. This will include combing through the feedback in the last round to see if anything got missed. If you have additional feedback, want to make additional comments or corrections then now is a very good time for EG members to review the specs. I will try to have a set of changes proposed for integration to the JDK mainline repos by next Friday.
